if "log in" screen before happens... don't log in....
start windows 10 in "safe mode"

- restart pc. when sign-in screen, hold shift key down while select power> restart.
- after pc restarts choose option screen, select troubleshoot > advanced options > startup settings > restart.
- after pc restarts, you'll see list of options. select 4 or f4 start pc in safe mode. or if you'll need use internet, select 5 or f5 safe mode networking.
if desktop in "safe mode" may able address "cause" outlined in support article.....
this behavior may occur if following conditions true:
- a desktop.ini file exists in 1 or more of following folders, drive drive on windows installed:
- drive:\documents , settings\all users\start menu\programs\startup
- drive:\documents , settings\all users\start menu\programs
- drive:\documents , settings\all users\start menu
- the desktop.ini file contains following lines:
[.shellclassinfo]
localizedresourcename=@%systemroot%\system32\shell32.dll,-21787
resolution method 1: delete desktop.ini file
- start windows explorer.
- on tools menu, click folder options, , click view tab.
- in advanced settings box, click clear hide extensions known file types check box , hide protected operating system files check box (if not cleared), , click ok.
- delete occurrences of desktop.ini file contains lines described earlier in "symptoms" section of article. so:
- locate each of following folders, right-click the
desktop.ini file (if file exists in folder), , click open:
- drive:\documents , settings\all users\start menu\programs\startup
- drive:\documents , settings\all users\start menu\programs
- drive:\documents , settings\all users\start menu
- verify file contains following lines:
[.shellclassinfo]
if file contains these lines, right-click file, click
localizedresourcename=@%systemroot%\system32\shell32.dll,-21787
delete, , click yes when prompted confirm deletion.
- locate each of following folders, right-click the
- restart computer , verify issue resolved.
