Dont have permissions to my computer/ files or windows menu - Microsoft Community

i updated windows 10 , 1 moment started have access denied own desktop files , windows menu wont prop.

i decided system restore turned out dont have permissions access control panel!

it seems new user added that´s before own user.

this computer brand new, i´m desperate. need asap.
