Links opened in non-browser applications take several minutes and hang - Microsoft Community

today (25/10/17) upgraded win7 professional 64bit win10 professional 64bit in order have system compatible new hardware upgrades.

prior upgrade, formatted secondary drive (a hdd) cleanup file systems own benefit. went smoothly. os located on primary drive (an ssd). 
when asked have windows delete, chose delete (although apparently meant in program files , program files (x86) on primary drive.
upgrade went smoothly.

the problem:
after upgrade, noticed issue: when click on link non-browser application (not edge or chrome), application hang 3 minutes, link opened in default browser. during hang, can use other program, including browser, , after link has been opened, work normally. happens on url link open non-browser application, including blue weblinks file explorer, urls in discord, , "forgotten password?" in application.

not internet issue. upon clicking link, if nothing happened except application freezing (totally unresponsive, mouse cursor doesn't change pointer hand typically appears when hover links). tab doesn't open until point when application unfreezes.

not matter whether edge or chrome default browsers, or whether chrome or other non-windows application installed.

my guess:
similar how internet settings controlled internet explorer settings in previous versions of windows, in windows 10 they're controlled microsoft edge settings. somewhere along way there may incorrect edge setting or affecting things opened in chrome through application.


what i've tried: 
- swapping default browser between chrome , edge
- uninstalling chrome
- running scan in windows defender, found nothing.
- running sfc , dism scans through elevated command prompt following zigzag3143's instructions (https://answers.microsoft.com/en-us/windows/wiki/windows_10-update/system-file-check-sfc-scan-and-repair-system-files/bc609315-da1f-4775-812c-695b60477a93). no integrity violations detected.
- following instructions edge reinstallation detailed here: http://www.intowindows.com/how-to-reinstall-microsoft-edge-in-windows-10/ (package deletion , powershell line method).
- copying friend's edge package folder on top of own (located @ c:\users\yourusername\appdata\local\packages\microsoft.microsoftedge_8wekyb3d8bbwe).
- reinstalling windows 10 via settings > update & security > recovery > reset pc. chose full primary drive wipe - time around - apparently wipe on primary drive. means clean install.

the issue still occurs same did previously.

please me if can.

appreciate patience regarding matter , efforts in trying resolve issue us.

thank letting know no longer experience issue non-browser apps.

hello, so bought new laptop came windows 10 pre-installed. when unpacking, store clerk created dummy local account used when starting first time - make process faster syncing microsoft account, can sync later - said. anyway, done , welcomed desktop. synced microsoft account , went in. synced right away - down wallpapers , themes - save 1 thing; the account name. it still using dummy local account name, despite picture has changed account picture. clicked 'sign in microsoft account instead', , process failed in end. said "[my e-mail account] here already. user in device uses microsoft account, can't add here" i tried removing e-mail & app account under 'e-mail & app account' tab , when tried again, still didn't work. please, want name here. oh, , don't know topic should fall - there's no 'sync' specifically, pick 1 think closest. sorry in advance.
