     i've reset pc before, time can't tell time is, when downloaded steam saw check boxes, need reset pc again, kind of bug? can't @ (no numbers or letters) task manager. 

so, be.

issue might due software conflicts. can try run microsoft easy fix solutions , see if works. steps can found on link.
