Can’t connect securely to this page. "site uses outdated or - Microsoft Community

i have been asking same question on month now. neither edge nor ie11 (i know! had try) opens several https pages, including institution's mailserver. error message on edge dreaded:

can’t connect securely page

this might because site uses outdated or unsafe tls security settings.

if keeps happening, try contacting website’s owner.
your tls security settings aren’t set defaults, causing error

the error message on ie11 different, points pretty same end result.

firefox (54.0.1 32-bit) , chrome (59.0.3071.115 64-bit) both open these https pages fine.

i have tried options found on net. clearing ssl cache, resetting internet options default, re-registering dlls, enabling/disabling ssl 2, 3, , tls 1 (tls 1.1 , 1.2 enabled) - no avail.

my windows version 1703 (os build 15063.483) 64-bit.

not using external antivirus other windows defender in windows 10. no external firewall either. i'm connected institutional network directly via lan. no proxies.

can please help? has answers, advice, opinions? please share. in advance.

update 1: have established if tls1.0 checked, "your tls security settings aren’t set defaults, causing error" part of error message goes away. problem of not connecting https sites remains though.

update 2: additional weirdness. within institution's https websites, not unreachable edge/ie. 1 specific tld, j***s.edu (which hosts mailserver), seems giving problem. edge/ie11 unable to:

either https://login.j***s.edu (which landing point institutional resources via sso mechanism)

or https://mobile.j***s.edu (which path mailserver , outlook web access)

if ping either of these sites computer using cmd prompt, ping works quite , see corresponding ip address, too. appears not dns-related issue.

to reiterate, can reach https://mobile.j***s.edu/owa chrome/firefox, not edge/ie11. mailserver path correct, too, because path used configure outlook 2016 on windows 10 pro 64-bit laptop ios outlook mail app. doesn't seem work desktop.

update 3: reimaged windows 10 pro x64 (v1703 = same mine) on colleague's laptop, , installed outlook 2016 , other office programs via office 365 institutional subscription (= same mine). in laptop, edge can reach same website https://mobile.j***s.edu/owa no issue, , configure outlook 2016 reach institutional mailserver via exchange no issue either. so, problem may peculiar how desktop machine handled creator's update.

update 4 (final): took extreme step, , reset windows 10 installation 'keep files' option. process re-installed windows , in it, including edge. painful, because had manually reinstall software programs, including office 2016, @ end of it, works now. edge connects websites unable to, microsoft outlook has no problem connecting institution's exchange server, , long-standing issue of xbox app on windows 10 not recognizing login , password has been resolved.

hello,

error on edge , internet explorer 11 may arise several reasons. address concern, apart helpful information provided, we'll need know few more things:

  • when did issue start occur?
  • were there changes made prior encountering issue such updates, upgrades, or installations?
  • if issue started after windows update, have tried go previous version? if not, may refer instructions here under "go previous version of windows".

we're looking forward response.
