Windows 10 settings will not open - Microsoft Community

since recent update can no longer access settings; not through action centre , not through start menu.
i've searched solutions , tried them all: startmenu.diagcab, appsdiagnostics10.diagcab; i've created new administrator account through command prompt , doesn't open in account either.
settings window open briefly , shows giant gear icon, can't interact , in few seconds closes itself.
i've found way access control panel can tasks have required me access settings, 1 giant problem remains: can no longer access windows update , causes security problems. have checked , seems windows update not work if settings app broken.
question twofold:
1- there fix me access settings?
2- if not, there way access windows update?

if want force update fall creators update. previous post seem on build 15063. (which creators update)

use media creation tool http://www.microsoft.com/en-us/software-download/windows10

to download iso file. can open virtual dvd drive , run setup.exe, begin update latest build 16299.15.

hello, so bought new laptop came windows 10 pre-installed. when unpacking, store clerk created dummy local account used when starting first time - make process faster syncing microsoft account, can sync later - said. anyway, done , welcomed desktop. synced microsoft account , went in. synced right away - down wallpapers , themes - save 1 thing; the account name. it still using dummy local account name, despite picture has changed account picture. clicked 'sign in microsoft account instead', , process failed in end. said "[my e-mail account] here already. user in device uses microsoft account, can't add here" i tried removing e-mail & app account under 'e-mail & app account' tab , when tried again, still didn't work. please, want name here. oh, , don't know topic should fall - there's no 'sync' specifically, pick 1 think closest. sorry in advance.
