this issue occurs when have 3rd party anti-virus on computer manages firewall.

to fix this, disable 3rd party av , follow steps:

1- click start menu , click settings (gear icon)

2- select update , security

3- click on windows defender , open windows defender security center

4- select firewall , network protection

5- click restore firewall default settings

6- turn on mobile hotspot , check if works

you can in control panel:

control panel->system , security->windows firewall->advanced settings->actions->restore default policy

i had problem though don't have third party anti-virus managing firewall.

i have third party anti-virus, not firewall.

judging traffic in forum, lot of people have had problems mobile hotspots , internet connection sharing since november 2017 updates. people have had success resetting windows firewall settings (particularly if there's related spike in cpu load).

i'm trying link threads together. first thread can find simple fix of resetting firewall is mobile hotspot feature not working after fall creators update(1709).

i did technical analysis on system in thread  problems internet connection sharing after 2017-11 windows 10 update [temporary fix found].

hello, so bought new laptop came windows 10 pre-installed. when unpacking, store clerk created dummy local account used when starting first time - make process faster syncing microsoft account, can sync later - said. anyway, done , welcomed desktop. synced microsoft account , went in. synced right away - down wallpapers , themes - save 1 thing; the account name. it still using dummy local account name, despite picture has changed account picture. clicked 'sign in microsoft account instead', , process failed in end. said "[my e-mail account] here already. user in device uses microsoft account, can't add here" i tried removing e-mail & app account under 'e-mail & app account' tab , when tried again, still didn't work. please, want name here. oh, , don't know topic should fall - there's no 'sync' specifically, pick 1 think closest. sorry in advance. ...
