Problem with incoming connections for applications installed prior to - Microsoft Community

hi,
after recent windows 10 update i’ve noticed problems must related win update (correct me if i’m wrong).

to break down, let me explain situation before/after update , actions when realized problem (hopefully can eliminate irrelevant answers ):

to start, have intel nuc windows 10 home installed. use kind of mini server host couple of server applications (we old-school gamers playing counter-strike):
teamspeak 3 server (port: 9987)
counter-strike 1.6 server (port: 27016)
cs:go server (port: 27015)
web server
has been working fine until recent windows 10 update.
after update web server still working fine, ts3- , cs 1.6 server somehow blocked.

i haven’t changed settings in router , ports open. exceptions added applications in windows firewall (i’ve disabled makes no difference).

now interesting part: reinstalled cs:go server before noticed connection problems, , application working without problems. thing cs 1.6 server (which has worked fine) visible in steam browser isn’t connectable. i’ve tried cs 1.6 server on port 27015 (cs:go server shut down of course…) makes no difference. i’ve removed , added exceptions in windows firewall (same result).

this leads me believe not router (port forward) or firewall (exception) related. guess that, during windows 10 update applications installed prior update got corrupted related incoming connections (there kind of lock needs released).

i’ve tried following release tcp/udp (making no difference):
netsh winsock reset
netsh int ip reset
i’ve restarted router , removed , added port forwarding again.
there must way release these “locks” without reinstalling server applications.
