Application unable to start correctly error 0xc0150002 in Visual - Microsoft Community

while trying run visual studio project via local windows debugger, following error message:

activation context generation failed "c:\users\...\facedetector.dll". dependent assembly microsoft.vc90.debugcrt,processorarchitecture="amd64",publickeytoken="1fc8b3b9a1e18e3b",type="win32",version="9.0.21022.8" not found. please use sxstrace.exe detailed diagnosis.

(.dll path isn't specified due privacy concerns pertaining project)

i'm running vs 2015 professional edition update 3 on win 10 fall creators update (version 1709, os build 16299.64)

tried installing following redistributables error still persists.

any suggestions appreciated. thanks!

moved from:     windows / apps on windows 10 / other windows apps / tools 

.dll errors caused improper installations. have tried uninstalling/reinstalling vs 2015? or, if happened after latest fcu update, why not try rolling back?

hello, so bought new laptop came windows 10 pre-installed. when unpacking, store clerk created dummy local account used when starting first time - make process faster syncing microsoft account, can sync later - said. anyway, done , welcomed desktop. synced microsoft account , went in. synced right away - down wallpapers , themes - save 1 thing; the account name. it still using dummy local account name, despite picture has changed account picture. clicked 'sign in microsoft account instead', , process failed in end. said "[my e-mail account] here already. user in device uses microsoft account, can't add here" i tried removing e-mail & app account under 'e-mail & app account' tab , when tried again, still didn't work. please, want name here. oh, , don't know topic should fall - there's no 'sync' specifically, pick 1 think closest. sorry in advance. ...
