Snipping Tool and Command Prompt not opening - Microsoft Community

i tried open snipping tool , command center, won't open. tried googling people's snipping tool has error message whilst mine not. can't open command prompt people's option running sfc/scannow out.

so far seems 2 affected, other externally downloaded apps work fine. 

suggest try performing repair upgrade fix it:

I lose Bluetooth audio whenever I connect to Wifi - Microsoft Community
