Menual proxy settings turn On(Windows 10), Cant access to the - Microsoft Community

windows 10 keep turning on "manual proxy setting" shows "http://127.0.0.0:8080" in address bar. i've tried turn off , uncheck box called use proxy server lan nothing happen, cant use internet. i've faced problem3/4 times within 10 days , every time had reset pc. how can solve problem? frustrating. badly need help. btw, i'm using pppoe broadband line.
