Can't hear external audio device through mic input - Microsoft Community

i'm trying record , listen audio vhs recorder on windows 10 laptop has dual in / out 3.5 mm audio jack. i'm using rca 3.5 mm cable, when plug jack socket message i've plugged device in, no problems there, can't hear audio. socket seems working fine i'm able play audio through output. can't hear when trying use input.
it says "you can listen portable music player or other device through stereo mix jack" i'm stuck, it's not letting me that. says microphone array selection , stereo mix selection, tried them both default devices. microphone array hear laptop built in mic picking sounds, nothing else, stereo mix nothing, no levels or anything.
here's isn't issue these seem common solutions given:
cables , vhs player working fine, tested on mac line input.
drivers re-installed , updated (realtek high definition audio version 6.0.1.8004)
"listen device" checked
audio levels not muted
edit - i've since tried taskkill methods post https://answers.microsoft.com/en-us/windows/forum/windows_10-other_settings/listen-to-this-device-not-working-after-windows-10/544ccfe7-fbd7-4933-b2af-35ace0a77db0 both of them, didn't fix issue.
i've tried , haven't found solutions specific problem online, other people seem have experienced posts have remained unanswered.
i'd grateful help, i'd think it's simple i'm missing i've tried many settings , i've exhausted possibilities. i'm @ stuff it's flat out not doing it's supposed doing.
if it's laptop hp omen , i'm running windows 10 home version 1703.

there many possible reasons why issue happens. have encountered issue before upgraded windows 10 version 1703? there might driver incompatibilities or bugs in mix jack driver. we're working on issue.
