Locked out of PC with no Microsoft account assigned to it - Microsoft Community

i have 2 computers - desktop , laptop. today (december 23rd) no longer able login either of them. both have local user account passwords. tried password reset disk - doesn't work, can't access command prompt, etc. spent hours researching , discovered microsoft forces use microsoft account (microsoft.com) password login computer instead of local password. thankfully able reset microsoft account online password , able access desktop.  however, laptop remains locked, since it's not linked microsoft account desktop since use different email account it. there anyway login computer not tied microsoft account? if forced reset pc , re-install windows - able select want keep?

if forced reset pc , re-install windows - able select want keep?
