Can't create new local account - Microsoft Community

i've been trying create new local account but, when click on "add else pc", nothing pops up.

i have no idea why happening.

try administrator's method:

1. create new desktop shortcut cmd.exe.
2. right-click it, left-click run administrator.
3. type command , press enter:
   net  user  juliek  123456  /add
   juliek new account name, 123456 password.
   
4. to give account admin privileges, use command:
   net localgroup administrators juliek  /add
