Unable to open Start Menu, Action Center, or Settings - Microsoft Community


my pc got fall update last night. seemed fine @ time. however, when rebooted windows (i dual-boot os) morning, unable open "settings" window or access start menu. tried every way access "settings" find online, unable open it, when trying through powershell.

i read here , there creating new account can workaround dead start menu, since i'm unable open "settings," i'm unable try fix.

is there simpler fix reinstalling windows altogether?

edit: whenever restart computer through task manager (the way i've been able "standard" reboot), message applications preventing reboot. in case, says effect of (the spacing may off) "task host stopping background tasks (\microsoft\windows\plug , play\device install reboot required)." have click on "restart anyway" go through restart. 

after restarting, problem persists. however, if hit "reset" button on tower while windows running , go through restart process way, i'm able access start menu , "settings." if try restart after that, i'm right started same problem. 

moved from: (windows / windows 10 / windows settings)

if want able use system when it's stuck, cntrl-alt-del, , sign out.  stick @ task host problem, when continue anyway , sign in working.

note: have sign out, not restart.  can sign same account.
