explorer.exe uses 65% of CPU - Microsoft Community

explorer.exe uses 65% of cpu. i`ve tried booting in safe mode, acts normal , performed clean boot, problem persists. restarted windows after problem first appeared few days ago. since first day ok , after reboot problem reappeared. windows installed on new laptop i7 7700hq processor.

restarted windows, meant  used restore feature of windows, resetting windows
